OPTIMALISASI PARTISIPASI INDUSTRI NASIONAL DALAM PEMBANGUNAN PLTN. Telah dilakukan studi tentang partisipasi industri nasional berdasarkan data mutakhir yang diperoleh. Data mutakhir ini dipergunakan untuk memperkirakan tingkat partisipasi industri nasional yang optimum dalam pembangunan PLTN berdasarkan studi sebelumnya. Tujuan dari studi ini adalah memberikan gambaran tingkat partisipasi industri nasional dalam pembangunan PLTN yang optimum. Lingkup kajian adalah proyek pembangunan PLTN kaitannya dengan potensi industri nasional untuk berpartisipasi dalam pembangunan tersebut. Metodologi studi ini adalah studi literatur, penelusuran data melalui internet, dan survei langsung ke industri yang perpotensi untuk berpartisipasi dalam pembangunan PLTN. Selain itu juga dilakukan diskusi dengan pakar narasumber dari industri nasional dan praktisi industri lainnya. Studi ini menyimpulkan bahwa berdasarkan data kemampuan industri nasional mutakhir yang diperoleh dan dengan membandingkan studi sebelumnya, diperkirakan bahwa tingkat partisipasi industri nasional pada pembangunan PLTN pertama di Indonesia dengan kapasitas 1000 MWe - PWR berkisar 40%. Untuk mempercepat proses alih teknologi, khususnya teknologi PLTN, perlu dibangun PLTN dengan kapasitas daya kecil. Bagian nuklir (nuclear island) dikembangkan oleh BATAN bekerja sama dengan industri dan bagian non-nuklirnya oleh industri nasional. Pihak akademisi perguruan tinggi perlu dilibatkan guna mendukung dan menjaga kesinambungan SDM dalam pengembangan teknologi PLTN nantinya.

ABSTRACT

OPTIMALISATION OF NATIONAL INDUSTRY PARTICIPATION IN NUCLEAR POWER PLANT CONSTRUCTION. A study of national industry participation based on recent data has already been conducted. The current industry data is used to estimate the optimum level of national industry participation in nuclear power plant (NPP) construction based on the prior study. The pupose of the study is to give a figure of the optimum level of national industry participation in NPP construction. The scope of the study is the NPP construction project in related to the potency of national industry to participate in the project. The methodology used in the study are literature study, web surfing for industrial data, and on-the-spot industry survey that are potential to participate in NPP construction. In addition to that, discussion with expertise of industrial practitioner was also cunducted. The study concludes that (1) based on the recent national industry capability provided and compared to prior similar study, it is estimated that the level of national industry participation in the first NPP construction with the capacity of 1.000 MWe PWR is about 40%. (2) to accelerate NPP technology transfer, we need to build a small size NPP. The nuclear island will be developed by BATAN in cooperation with national industry and the non-nuclear island will be developed by national industry. Universities and other academicians should be involved to support and keep the sustainability of man power availability in developing the NPP technology.
