DAMPAK PEMBANGUNAN PLTN - DESALINASI TERHADAP EKONOMI NASIONAL DAN JAWA TIMUR. Tujuan dari studi ini adalah menentukan dampak ekonomi dari dibangunnya PLTN - Desalinasi 2 x 100 Mwe tipe SMART yang dikopel dengan instalasi desalinasi sebesar 4 x 10.000 m³/hari. Studi ini dimulai dari pra-pembangunan sampai dengan selesainya pembangunan PLTN - Desalinasi tersebut. Waktu cakupan studi ini adalah 2008 hingga 2017, dan pembangunan dilakukan di Pulau Madura, Jawa Timur. Perkiraan tabel l-O tahun 2008 sampai dengan tahun 2017 telah dibuat dengan proyeksi l-O dinamis. Dampak ekonomi diestimasi dengan multiplier efek (efek pengganda) yang rrieliputi dampak langsung maupun dampak tak langsung, demikian juga yang menyebabkan dampak (induced effect). Belanja pengeluaran dari proyek pembangunan PLTN - Desalinasi SMART ke kontraktor domestik diperkirakan berjumlah sekitar US$ 88,2 juta atau sekitar 25,6% dari semua belanja pengeluaran. Dampak total dari proyek tersebut terhadap ekonomi nasional sebesar Rp. 6.329.347 juta, Rp. 8.439.130 juta dan Rp. 12.658.695 juta untuk masing-masing skenario nilai US dollar terhadap rupiah sebesar Rp. 7.500/US$, Rp. 10.000/US$, dan Rp. 15.000/US$, masing-masing mewakili skenario pertumbuhan dinamis. Dampak langsung kumulatif selama pra-konstruksi sampai periode konstruksi telah dihitung sebesar US$ 101,8 juta, sektor nomor48 (perlengkapan listrik), 52 (bangunan) dan 62 (jasa perusahaan). Hal ini akan memberikan dampak yang cukup banyak secara nasional maupun regional Jawa Timur untuk sektor-sektor lain.

ABSTRACT

IMPACT OF NUCLEAR POWER AND DESALINATION PLANT CONSTRUCTION TOWARD NATIONAL AND EAST JAWA ECONOMIC. The objective of this study is to determine the economic impacts of the construction of the nuclear power plant 2 x 100 MW(e) SMART type with desalination 4 x 10.000 m³ which would conduct in years.2008 to 2017 in Madura Island, East Java. The predicted IO tables of 2008-2017 have been created by the application of dynamic IO projection. The economic impact was estimated through multiplier effect which covers direct impact and indirect impact as well as the induced effect. The expenditures of SMART nuclear power and desalination plant to the domestic contractors is estimated to amount to 88.2 million US$ or 25.6 % of the whole expenditures. The total impact of the project to the national economy would be Rp. 6.329.347 million, Rp.8.439.130 million, and Rp. 12.658.695 million for each scenario of the exchange rate as high as Rp.7500/US$,Rp.10000/US$,Rp.15000/US$, respectively for the scenario of dynamic growth. The total impact of the project to the provincial economy of East Java would be as much as Rp. 3.253.498 million, Rp. 4.337.997 million, and Rp. 6.506.995 million for each scenario of the exchange rate as high as Rp.7500/US$, Rp.10000/US$, Rp.15000/US$, respectively under the former scenario. Cumulative direct impact since pre-construction to construction period had been calculated as much as US$ 101,8 million for sectors number 48, 52, and 62. This have brought much impact on other sectors in national or provincial levels of economy.
